He said: ‘We have to prove, in the affirmative, in any subsequent legal proceedings that this man was sane at the time of the crime. We want to make the assessment as close as possible to the actions that led to someone’s death.

Officials said Howe will undergo a mental health assessment as a result of conversations and information from family members.

The incident is under investigation by State Police detectives assigned to the Attorney General’s Office, Truro Police and the Stateire Office.
